The UK Ministry of Defense has released a daily intelligence update on the war in Ukraine.
“Eight months after the invasion the main elements of the Russian military command are increasingly dysfunctional. At the tactical level, there is almost certainly a growing shortage of capable junior Russian officers who could organize and lead the newly mobilized reservists,” writes the Daily Intelligence Update.
He added that poor lower-level leadership would likely aggravate low morale and poor unit cohesion in many parts of the Russian armed forces. It was pointed out that, according to eyewitness accounts, the killing of 11 Russian soldiers near Belgorod by a conscription colleague, which took place on October 15, was followed by offensive comments by an officer towards recruits from ethnic minorities.
“Four of the five generals who directly commanded the operational elements of the invasion in February 2022 have been removed from their posts. Their deputies have so far done little to improve Russia’s performance on the field of battle. Discontinuity of command is likely to be more destructive than in the Western army, because in Russian doctrine, the development of plans is largely the responsibility of the commander himself, and not the collective effort of a larger staff “- was- he writes.
